When to break the 10 commandments?

Why is it that no one talks about the fact that after the 10 commandments are listed in the bible it then goes on to say how and when they can be broken? Everything has a loophole it seems.
Exodus 20 has all the commandments, and then starting in 21 it talks mostly about when to kill people.
Please don’t try to convert me.
